There are reports of binge drinking and bad behaviour in this country going back HUNDREDS of years.
Of course it was the poor who got pointed at because they had to go to pubs to do it, but in edwardian times the upper classes would drink themselves blind most nights at dinner parties and of course no one said much.

yes they were. At least they have realised they have messed up, even if they haven't admitted it. It does seem to be a problem in UK, compared to Europe.
